Pension -- Temporary Status Casual Labourers -- Entitlement to pensionary benefits independent of regularisation under CCS Rules

Central Civil Services (Temporary Service) Rules, 1965, R.10(1-B) -- Pension -- Temporary Status Casual Labourers -- Pensionary entitlement of temporary status casual labourers does not depend upon formal regularisation -- Under the Casual Labourers Scheme, 1991 read with circular dated 30.11.1992, employees completing three years of continuous service under temporary status become entitled to benefits admissible to temporary Group 'D' employees -- R.10(1-B) confers entitlement to superannuation pension, gratuity, and family pension on completion of ten years' service, independent of regularisation -- Pension is a deferred wage and a constitutional right under Art.300A, not a matter of grace.
