Town Planning--Change of Land Use--Ex Post Facto CLU Approval Without Statutory Basis Cannot Cure Unlawful Land-Use Change

A change of land use (CLU) permission granted without statutory authority is void from inception. Under the Punjab Regional and Town Planning and Development Act, 1995, any alteration to a Master Plan requires mandatory publication, public objections, consideration, and gazette notification.
