Necessary Party--Writ Petition--Person Demonstrably Affected by Interim Order in Writ Proceedings Cannot Be Denied Impleadment Merely for Not Being Original Party

A person not party to original writ proceedings cannot be denied impleadment where an interim order passed in those proceedings directly and demonstrably affects such person's rights or property. Upon demonstration of such adverse civil consequences, the person ceases to be a stranger to the controversy and becomes a proper party whose presence enables fuller and fairer adjudication of the consequences of the Court's own interim order.
