Administrative authorities cannot declare a building unsafe as a device to evict tenants while bypassing the legally prescribed remedy of filing a civil suit for ejectment. Such colourable exercise of power is arbitrary, contrary to the rule of law, and beyond the jurisdiction of authorities. An unchallenged engineering report declaring premises structurally safe continues to hold the field and cannot be overridden by a subsequent contrary declaration without legal basis.
