The right to travel abroad is an integral facet of personal liberty under Article 21 of the Constitution, and any restriction thereon must be founded on law, follow fair and reasonable procedure, and not be imposed through executive instructions lacking statutory backing. A Look Out Circular is a coercive measure of last resort and cannot be used as a routine tool for law enforcement or debt recovery. LOCs can be issued only where a cognizable offence is involved and the accused is deliberately evading arrest or judicial process with a real likelihood of absconding.
