(i) Right to Information Act, 2005, S.24(4) -- Right to Information -- Lokayukta Police Wing -- Exemption from the Act is restricted to organisations established by the State Government for intelligence and security purposes. A Lokayukta's investigative police wing with jurisdiction confined to offences under the Prevention of Corruption Act and specific Penal Code provisions cannot be classified as an intelligence and security organisation, and a notification excluding it from the Act on that basis is excessive and invalid. (ii) Right to Information Act, 2005, S.8(1)(h) -- Exemption from Disclosure -- Completed Investigation -- Information relating to the grant of sanction for prosecution cannot be withheld on the ground that disclosure would impede investigation, where the investigation is already complete and the chargesheet has been filed.
