Private Complaint -- Postal Address Of Accused Not A Threshold Condition For Entertaining Private Complaint

A Magistrate cannot return a private complaint solely for want of a postal address of the accused. Section 2(1)(h) of the BNSS, 2023 expressly permits complaints against "some person, whether known or unknown." Sections 63 and 64 of the BNSS allow service of summons through electronic communication.
