Section 27-A of the NDPS Act, which penalises financing of illicit traffic and harbouring of offenders, operates in a distinct and narrower field than offences of possession, sale, or purchase under the Act. Every monetary transaction linked to an accused cannot be elevated to "financing" within the meaning of Section 27-A; financing requires proof of deliberate provision of funds to facilitate illicit activities.
