Constitution of India, Art.21 -- Freezing of Bank Account -- Suspicious Amount Far Less Than Total Balance -- The power to freeze a bank account during investigation must be exercised in a reasonable, proportionate, and lawful manner -- Freezing an entire account without specifying the quantum of suspected amount or establishing involvement of the account holder in criminal activity causes undue hardship and impinges on the right to livelihood and dignity under Article 21 -- Where a specific suspicious amount is identified, a lien to that extent alone should be marked pending investigation.
