Electricity Theft -- Non-Payment of Dues Without Tampering -- Not electricity theft absent evidence of dishonest consumption
Electricity Act, 2003, S.135 -- Electricity Theft -- Non-Payment of Dues Without Tampering -- Not electricity theft absent evidence of meter tampering, unauthorized bypass, or actual disconnection of supply. Mere non-payment of outstanding dues gives rise to civil liability for recovery of charges and does not by itself establish dishonest consumption necessary for criminal prosecution.
