Narcotic Drugs and Psychotropic Substances Act, 1985, S.37 -- Bail -- Grounds of Arrest Not Communicated in Understood Language -- Entitles accused to bail notwithstanding the statutory restrictions where the prosecution fails to establish effective communication of the grounds of arrest in a language understood by the accused. Communication of grounds of arrest in English to an uneducated accused unfamiliar with the language does not satisfy the constitutional mandate under Article 22(1), and non-compliance vitiates the arrest.
